Election 2026 · Issue
Development & planning
The Town approves most development, but within provincial planning rules and subject to appeal at the Ontario Land Tribunal.
What it is
Development and planning is the process by which land-use changes — rezonings, subdivisions, site plans — are proposed, reviewed and decided. It determines what can be built on a given site and under what conditions.
Why it matters locally
Oakville processes a steady stream of applications, some for tall buildings in established areas. How the Town runs this process affects how much input residents have and how predictable outcomes are.
Who controls this?
Municipal issues are often shared across governments. This is which level holds which responsibility — stated plainly, not as a single yes/no.
| Government | Role | What it covers |
|---|---|---|
| Town of Oakville | Primary responsibility | Reviews and decides most planning applications and sets zoning. |
| Province of Ontario | Shared responsibility | Sets the Planning Act framework; the Ontario Land Tribunal can override local decisions on appeal. |
| Halton Region | Shared responsibility | Approves some applications and provides servicing capacity. |
| Government of Canada | No direct role | No direct role in local planning approvals. |
