An article tells you what happened on one day. A tracker tells you where something stands today, and it keeps telling you as the thing moves.
Each entry answers the same six questions: what is happening, where, what stage it has reached, what changed, what happens next, and when we last checked. That last one matters. A civic record with no checked date is a claim about the present made at an unknown point in the past.
A tracker item keeps one address for the life of the thing it follows. When a board or Council moves, the entry is updated rather than replaced, so a link you save keeps working and the history stays in one place.
The Town publishes roughly a hundred active development and site plan applications across its seven ward pages, but as lists of address and file number with no status, no scale and no dates. Turning those into tracker entries would mean inventing the fields that make a tracker worth reading.
So the development tracker holds the projects where a statutory notice states those fields. It will grow as notices are issued, which is also how a resident would find them. The sources we watch are listed in full.
