Election 2026 · Issue
Housing & growth
How much housing Oakville adds, and where, is set mainly by Town planning decisions within a framework the Province controls.
What it is
Housing and growth covers how many new homes Oakville plans for, what kinds, and in which areas — from low-rise neighbourhoods to tall buildings near transit. It runs through the Town's Official Plan, zoning, and the development applications the Town approves.
Why it matters locally
Oakville is a largely built-out suburb with provincial growth targets and a limited supply of undeveloped land, so most growth is decided application by application. What council approves shapes traffic, schools, services and the character of each ward.
Who controls this?
Municipal issues are often shared across governments. This is which level holds which responsibility — stated plainly, not as a single yes/no.
| Government | Role | What it covers |
|---|---|---|
| Town of Oakville | Primary responsibility | Sets the Official Plan and zoning, and approves most development applications. |
| Halton Region | Shared responsibility | Provides the water and wastewater servicing that growth depends on, and sets regional planning policy. |
| Province of Ontario | Shared responsibility | Sets the Planning Act and provincial policy, assigns housing targets, and hears appeals at the Ontario Land Tribunal. |
| Government of Canada | Limited role | Funds some housing programs; does not approve local development. |
