Council approves four towers and 1,191 homes beside Bronte GO

2172 Wyecroft Road goes from industrial to urban core mixed use, with towers to 24 storeys, a daycare and two new public roads. Appeals close 9 September.

What happened

On 10 August 2026 Oakville Council approved Zoning By-law 2026-116, rezoning 2172 Wyecroft Road from Industrial, Special Provision 4 to a site-specific Urban Core Mixed Use designation with a height permission of 75 metres. The site is on the south side of Wyecroft Road, west of Third Line, directly adjacent to Bronte GO Station.

The by-law permits two mixed-use blocks, each holding two towers on a shared six-storey podium over underground parking. The tallest towers reach 24 storeys and the shorter pair 21. Across the whole site the approval covers roughly 1,191 homes, 2,550 square metres of retail and commercial space, a 1,355 square metre daycare, and the conveyance of two new public roads to the Town.

The applicant is NBIM 2172 Wyecroft LP. The file number is Z.1627.02, and a related draft plan of subdivision, 24T-25006/1627, affects the same lands.

Why it matters

This is the first large approval to test what the land around Bronte GO Station is now worth as housing rather than as industry. The Town has a Bronte GO Major Transit Station Area study underway as part of its Official Plan Review, and every landowner along the Wyecroft and Speers corridor will read 4.78 FSI and 24 storeys as the number to negotiate from.

The conversion itself is the substantive change. Industrial, Special Provision 4 land is employment land. Rezoning it to Urban Core Mixed Use removes it from the employment supply permanently, in the same month Council moved to protect the rest of that supply from a different kind of conversion by freezing data centre applications. Both decisions are about what employment land is for; they point in opposite directions, and the difference is proximity to a GO station.

The daycare is worth noting on its own. At 1,355 square metres it is a substantial facility, and it is secured through the zoning rather than left to a later phase. In a development of about 1,191 homes beside a commuter rail station, that is the kind of provision that determines whether the population it attracts can actually live there.

The conditions attached

By-law 2026-116 carries holding provisions, which means the permissions do not take effect until a defined list of studies and commitments is completed to the Town's satisfaction. The list is long and specific.

  • A noise study, a land use compatibility study, an air quality study and a wind study.
  • A detailed design plan and an urban design brief.
  • A hydrogeological study, a geotechnical study and an environmental site assessment.
  • A record of site condition and a letter of reliance.
  • Intersection design, the conveyance of the two public roads, and a commitment to construct them and the related infrastructure.
  • Confirmation of adequate servicing.

The record of site condition and letter of reliance are the ones that follow from the land's history. This was industrial property, and the environmental clearance has to be filed before residential occupancy can be contemplated.

Nothing gets built until the holding provisions come off. That is a process measured in months at best, and the list above includes work that can send a design back to the drawing board.
