What is proposed
The Town of Oakville issued a notice of complete application on Thursday, October 29, 2026 for a zoning by-law amendment, file Z.1610.16, covering 1059, 1079, 1087 and 1095 Linbrook Road and 448 David Avenue in Ward 3, opposite St. Mildred's-Lightbourn School. The amendment would change the zoning from a site-specific Community Use zone (CU sp. 261) and Low Density Residential (RL1-0) to a new site-specific Community Use zone, to permit expansions of the existing school building, parking areas and access driveways. The Town's application page describes a two-storey addition on the west side of the school building and a one-storey addition at the rear.

What the school's report says
The planning justification report filed for the school, dated September 21, 2026, describes Linbrook as an all-boys private day school for Junior Kindergarten to Grade 8 with 180 students. It says the school has acquired the neighbouring houses at 1059, 1087 and 1095 Linbrook Road, now zoned RL1-0, and proposes rezoning them to Community Use so they can be consolidated with the school site. It also proposes removing the existing zoning provision that limits the number of full-time-equivalent students, to allow for future enrolment growth.
The report sets out three phases over as long as ten years: more parking and queuing space on the east and west lots first (one to two years), then the one-storey rear addition with four classrooms and a senior lounge (two to five years), and finally the two-storey west addition with a new gymnasium and specialty classrooms (three to ten years). It counts 11 new classrooms in all and projects enrolment rising from 180 to 270, with staff increasing from 30 to 35.
How to comment
No public meeting has been scheduled. The submitted plans and studies are on the Town's application page. The Town says anyone who wants a written comment presented to Council, or wants to be told of Council's decision, must make a written request to the Town Clerk at townclerk@oakville.ca or 1225 Trafalgar Road, Oakville, ON L6H 0H3. The notice says the people who may appeal a zoning by-law amendment to the Ontario Land Tribunal are limited to those listed in subsection 34(19) of the Planning Act, and that they lose that right if they make no oral or written submission before the by-law is passed.
