Oakville Hydro asks the OEB for 2027 rates that would trim a typical household's bill by 74 cents a month

Filed August 17 as OEB file EB-2026-0063, the annual application pairs a 2.4 per cent inflation-based rise in distribution rates with lower transmission rates and a credit to clear old variance accounts. If approved, the new rates take effect January 1, 2027.

The details

What is being asked for

Oakville Hydro Electricity Distribution Inc., the Town-owned company that delivers electricity within Oakville, filed its annual rate application with the Ontario Energy Board on August 17, 2026. The regulator assigned it file number EB-2026-0063 on August 28 and said an OEB employee acting under delegated authority intends to decide the application without holding a hearing. Oakville Hydro itself asked for a written hearing and for its current rates to be declared interim if a decision is not in place by January 1, 2027.

The filing is an annual index adjustment rather than a full review of the utility's costs. It applies the OEB's 2027 price-cap formula to the distribution rates approved last December: a 3.0 per cent inflation factor, less a 0.6 per cent stretch factor and a zero productivity factor, for a net 2.4 per cent increase in distribution charges. The proposed residential monthly service charge would be $36.44.

Why the bill still falls

Two other parts of the application pull in the opposite direction. Oakville Hydro proposes to lower its retail transmission service rates, which pass through the cost of the provincial transmission grid, by an average of 3.5 per cent across all classes. It also asks to clear the balances in its Group 1 variance accounts as of December 31, 2025, with interest to the end of 2026, through a one-year rate rider; for residential customers that rider is a credit of 0.37 cents per kilowatt-hour running until December 31, 2027. The application also seeks to recover lost revenue from conservation programs and to continue existing service charges and loss factors.

Context

Oakville Hydro's current rates were approved by the OEB on December 11, 2025 under file EB-2025-0016, after a draft decision on December 1; in a comment on that draft the utility said it serves approximately 79,000 customers. The OEB directed Oakville Hydro to post the 2027 application prominently on its website, which it has done on its Regulatory Affairs page. A decision on the 2026 application came in mid-December; if the 2027 file follows a similar path, a decision would be expected before the January 1 effective date.
