Acclaim Health asks to make its 2250 Speers Road dementia care home permanent
A rezoning application would let Acclaim Health keep operating its dementia care facility at 2250 Speers Road for good, replacing the temporary-use by-law it runs under today. The Town is taking written comments.
The details
What's proposed
Acclaim Health and Community Care Service has filed a complete application for a Zoning By-law Amendment, file Z.1628.33, to permit on a permanent basis the existing dementia care facility at 2250 Speers Road — south of the Queen Elizabeth Way and east of Bronte Road, in Ward 1.
What the amendment would change
Beyond permitting the use permanently, the amendment carries site-specific regulations: a maximum net floor area and a maximum number of lodging units for respite care, and minimum interior side yard and landscape widths. The Town notes there are currently no other development applications affecting the subject lands.

The temporary-use backdrop
The facility currently operates under a temporary-use by-law: in August 2025 Council passed Temporary Use By-law 2025-136 for the site. Because a temporary-use by-law is time-limited, this application is what would let the dementia care use stay without an expiry date.
